A certified guide is required by regulation for every stretch above Timpohon Gate on Mount Kinabalu, and Sipadan diving runs on a daily permit cap split among licensed operators, no independent booking reaches either.

First-timers try to book a Sipadan dive trip directly online, find no operator sells it that way, and settle for Mabul without realising it's muck diving, not the wall dive they came for.
When, and why it matters
Heavy rain can close Kinabalu's summit trail without warning, and monsoon timing swings Sipadan's current strength and visibility hard. The month decides whether you climb wet rock or dive a clear wall or a churned one.
